The government has released Pay Trend Survey, which calculated a net pay trend indicator with pay rises ranging from 1.17% to 4.12% for civil servants at lower, middle and Upper salary bands. 

Secretary for the Civil Service Ingrid Yeung said the government will consider six factors, including the indicator and Hong Kong's economic situation to determine the final pay increase for civil servants this year.

The Pay Trend Survey Committee had earlier submitted preliminary survey results to the government.

The survey referenced pay data from over 100 large, medium, and small enterprises, covering approximately 150,000 employees.

Employee pay at all levels recorded positive growth. After deducting the average increase in salary, the net pay trend indicators for high, middle, and low levels were 4.12%, 2.64%, and 1.17%, respectively.

The final decision on the salary adjustment for approximately 170,000 civil servants this year will be made by the Chief Executive in Council.

Ingid Yeung said: “The net salary trend indicator is one of our six factors. This is not the final decision; it is certainly not the only one. We consider this the final decision. The Executive Council will consider all six factors, balance them, and then make a balanced and appropriate decision.”

“The civil servant salary policy aims to maintain an attractive salary level to attract and retain talented individuals in or joining the civil service, maintaining comparability with the private sector.”
