Chief Executive said govt will cooperate with Legco on five-year plan

To align with the national "15th Five-Year Plan," the government is formulating its first five-year plan.

Chief Executive John Lee said a collaborative mechanism will be established with the Legislative Council, and public consultations on various topics will commence this quarter.

Various policy bureaus have previously established drafting groups and are currently formulating the first five-year plan.

Chief Executive John Lee announced before attending the Executive Council meeting that, in order to publish the five-year plan document before the end of the year, collaboration with the Legislative Council will commence immediately, and public consultations will begin this quarter.

Lee said: “Our time is tight and the research workload is heavy. Therefore, the government and the Legislative Council have established a collaborative mechanism to conduct research on various development topics under the principle of executive leadership, collect specific opinions, and collect public opinions after the government publishes the public consultation document.

Lee pointed out that the Five-Year Plan is a forward-looking and strategic guiding document
which can consolidate and enhance Hong Kong's status as leading international centres in ten areas, including international finance and trade.

It will also strengthen Hong Kong's hub status in international aviation and offshore RMB.

Lee said: “The Five-Year Plan will bring abundant opportunities to Hong Kong, encompassing consolidating and enhancing traditional advantages, opening up new avenues, bringing economic benefits, and improving the well-being of citizens.

The Five-Year Plan will help Hong Kong better integrate into and serve the overall development of the country, facilitate the successful implementation of "One Country, Two Systems," allow Hong Kong to enjoy the unique advantage of combining Chinese and international opportunities, play the role of a bridge connecting the domestic and international markets, promote high-quality development, and allow citizens to share more of the development dividends.”
