The evidential hearing for the Wang Fuk Court fire earlier uncovered that the Housing Bureau's Independent Checking Unit or ICU, allegedly alerted engineering consultants before conducting inspections. During a meeting of the LegCo financial committee, Secretary for Housing Winnie Ho pledged to heighten the alertness of ICU personnel. Some lawmakers expressed concern regarding the work of the ICU. The housing chief said, "throughout the recent hearings, it can be seen that the conduct of the contractors -- including the fire safety contractors, engineering contractors, and professionals -- differs from our understanding. It turns out some contractors can be this poor." She, therefore, stressed the need to bolster vigilance in the wake of the tragedy. Meanwhile, she revealed that the authorities are studying the use of an independent computer system to randomly select blocks and floors for sample inspections, in a bid to curb human error.
