The two dollar public transport fare concession scheme for the elderly was modified recently to offer a two-dollar fare or an 80-percent off discount for fares over 10 dollars. Secretary for Labour and Welfare Chris Sun explained on TVB's Straight Talk programme that the purpose of the change is to make sure the arrangement is sustainable in the long term, while encouraging the elderly to avoid taking long haul rides in favour of short trips. Secretary for Labour and Welfare CHRIS SUN: "Instead of just a $2 flat rate, we have modified it a little bit. So it will be $2 flat rate or 80% off. And the second purpose is to introduce a system in place that will encourage people to make a choice. So if there are options available for you to take on a short-haul route, they will cost you less. And with now 80 percent off, people will avoid taking a long haul ride just for short trip travel purposes. Sun said there are currently 2.67 million JoyYou Card holders who can use the scheme, and in 10 years time, the number will rise to 3.2 million. Sun said the change can save 550 million dollars of public money each year.
