The newly appointed Secretary for Constitutional and Mainland Affairs Janice Tse stated that factors concerning national security and Hong Kong's long-term stability will be incorporated into the city's first five-year blueprint. During an interview with the media, Tse noted that the government has established a mechanism with the legislature to garner views on issues, such as finance, land development, and the Northern Metropolis. She aims to facilitate harmonious collaboration across the executive and legislature to propel the drafting of the Five-Year Plan. Meanwhile, she believes government bureaux should send more young people to the mainland, in a bid to help them understand the country and strengthen their emotional bond.
