Govt launches public consultation on dedicated legislation for Northern Metropolis

The Legislative Council's Panel on Development discussed the government's proposal to introduce dedicated legislation for the Northern Metropolis. The Development Bureau today launches a two-month public consultation, with the goal of submitting the main bill along with the first batch of subsidiary legislation to the Legislative Council by mid-year for scrutiny. To accelerate development of the Northern Metropolis, the government proposes enacting a dedicated legislation to streamline procedures such as town planning and land resumption compensation. Secretary for Development Bernadette Linn told lawmakers that the Northern Metropolis involves creating 3,000 hectares of new land, with about 900 hectares of serviced land expected to be completed within the next five years. Linn explains that the primary legislation would first define the Northern Metropolis boundary while specific coverage details would be clarified in subsidiary legislation. She says currently, the government sees no foreseeable need to alter the boundary. The government's target is to secure passage of the main legislation within this year.
