U.S. issues license authorising deals involving Venezuela's state oil company

The United States has moved to provide targeted relief from oil sanctions on Venezuela after years of largely blocked dealings with the Venezuelan government and its oil sector. On Wednesday, the U.S. Treasury Department issued a broad authorization that allows Venezuela's state-owned oil company Petroleos de Venezuela S.A., or PDVSA, to directly sell oil to U.S. firms and on global markets. The waiver has some limits. It doesn't allow payments in gold or cryptocurrency including the petrol. Additionally, the payments must flow through a special account controlled by the U.S. rather than going directly to sanctioned Venezuelan entities, and deals involving Russia, Iran, North Korea, Cuba and certain Chinese entities will not be allowed.
