Chief Executive John Lee said the Hong Kong SAR government is working at full speed in the drafting of its first "Five-Year Plan" for Hong Kong, with public consultation commencing in the fourth quarter and the official version to be released by the end of the year.

Chief Executive John Lee said he is leading the drafting of the first Hong Kong version of the "Five-Year Plan," with the Constitutional and Mainland Affairs Bureau taking the lead and all secretaries and directors participating.

Lee said: “The plan will formulate a five-year vision and goals for key areas, allowing citizens to have a clearer understanding of Hong Kong's thriving development in five years, which is 2030. 

The Five-Year Plan will develop the economy and improve people's livelihoods, creating a continuous and dynamic cycle so that citizens can share the fruits of development and continuously improve their well-being.”

The National People's Congress in Beijing passed the "15th Five-Year Plan" outline last week, supporting Hong Kong in consolidating and enhancing its competitive advantages and better integrating into and serving the overall development of the country.

John Lee said, under the leadership of the executive branch, the government will work with the Legislative Council to establish a mechanism for collaborative research and opinion gathering, aiming to complete the work within 3 to 4 months.

Lee said: “The government will summarize and study the opinions, accelerate the formulation of Hong Kong's "Five-Year Plan," and will launch public consultation around the fourth quarter of this year, with the official text of the Hong Kong "Five-Year Plan" to be released by the end of the year.

John Lee said the nation’s development will benefit Hong Kong, and aligning with Beijing’s "15th Five-Year Plan" will be a huge opportunity to strengthen and better leverage Hong Kong's advantages and accelerate development.
