Vice Premier Ding Xuexiang attended a meeting of the Hong Kong delegation to the National People’s Congress. He again stressed the importance of “executive-led governance,” and urged the Legislative Council to conduct research and put it into practice to achieve more results.

Ding, who oversees Hong Kong and Macao affairs, went to the Hong Kong Hall at the Great Hall of the People.  

Director of the Hong Kong and Macao Affairs Office Xia Baolong, Executive Deputy Director Xu Qifang, who is responsible for the Office’s day-to-day affairs,  
and Liaison Office Director Zhou Ji, among others, attended.

After attending a joint meeting of CPPCC members for Hong Kong and Macao on Friday, Ding again mentioned the importance of executive-led governance, saying this is a new requirement for Hong Kong from President Xi Jinping.

"Under the new circumstances, President Xi has put forward new requirements—and a new topic—for Hong Kong’s governance: governing according to law and good governance. Executive-led governance is not only an administrative matter, not only the Chief Executive’s matter, not only the HKSAR government’s matter; it is also the responsibility and task of the Legislative Council, including the judiciary, and of the whole society—people from all walks of life and all political camps in Hong Kong. So after this topic was raised, all sides need to strengthen research, exploration and practice, and continue to summarize experience," said Ding. 

On how to improve executive-led governance, Ding also set out requirements for the Legislative Council.

"The Legislative Council, in particular, has much it can do under the topic of executive-led governance. There is still a lot of room for practice, exploration and theoretical research. I hope that during the term of the 8th Legislative Council, with Starry Lee leading it, LegCo will properly explore, study and put this proposition into practice, and produce more practical results that accord with Hong Kong’s actual circumstances and the central authorities’ requirements."
