NPC: Hong Kong's better integration into national development needed

The Premier's government work report says Hong Kong needs to be better integrated into the national development. It also highlights Hong Kong's important role of maintaining close connections with the mainland and the world.

Chief Executive John Lee and his Macao counterpart Sam Hou-fai attended the opening meeting of the fourth session of the 14th National People's Congress in Beijing on Thursday morning.

When delivering the government work report, Premier Li Qiang mentioned Hong Kong and Macao three times, including support for building an international technological innovation centre in the Greater Bay Area.

He said, "Efforts will be made to pursue full integration between technological and industrial innovation. The Beijing-Tianjin-Hebei and Guangdong-Hong Kong-Macao Greater Bay Area will be built into international centres for tech innovation. We will build them into world-class innovation engines."

Li also said the governance efficacy of Hong Kong and Macao needs to be strengthened.

"We resolutely implement the policy of 'one country, two systems.' We will see that Hong Kong and Macao are administered by patriots so that Hong Kong and Macao can better integrate into and contribute to the country's overall development and ensure long term prosperity and stability."

Henry Tang, a standing committee member of the Chinese People's Political Consultative Conference, said the 15th Five-Year Plan will continue to help the internationalisation of Hong Kong.

Nancy Ip, a Hong Kong deputy to the National People's Congress, said she hopes to contribute to the country's education sector under the 15th Five-Year Plan.

On social media, Chief Executive John Lee said he would lead the Hong Kong government in formulating a policy framework to align with the National 15th Five-Year Plan.

Lee said authorities have established preparatory groups that will complete the Hong Kong five-year plan within this year.
