The 15th Five-Year Plan proposal supports the development of Hong Kong and Macao as international hubs for top-tier talent. A lawmaker has suggested easing entry and exit restrictions for foreign visa holders in the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone to attract more talent and businesses. Mr Zhou is a Hong Kong permanent resident, originally from mainland. He now lives in Shenzhen and works for a mainland medical robotics company with offices in both cities. With a new office in the Hetao Cooperation Zone on the way, Mr Zhou finds the zone's talent support policies attractive, including a tax waiver for working in mainland China. The company also employs several mainland experts, including Ms Yan. She hopes the government will introduce more policies and support within the zone for employees' families, such as children's education. Straddling the Shenzhen River, the Hetao zone is divided into the Shenzhen Park and the Hong Kong Park. Hong Kong residents working in the Shenzhen Park pay tax at Hong Kong rates, with the difference covered by Shenzhen government subsidies of up to five million yuan per year. They can also live in talent apartments provided in the zone. A "whitelist" system is operated by both parks. Those on the list can cross the border using facial recognition without going through clearance. Over the past two years, the Shenzhen Park has attracted more than 400 companies, while the Hong Kong Park, which opened at the end of last year, already hosts 60 firms. Lawmaker Johnny Ng suggested the SAR government could work with the central government to relax visa requirements for foreign professionals"If they have a premises to enter the Mainland, special zones, the loop, the three square kilometres, need not to apply any visas of, Mainland China. I think it is a very convenient way for them to work in that area, so that is implied that the enterprise located in that area can easily to attract more international, and global talents." Ng also proposed extending similar arrangements to Chinese talent working in the Hong Kong Park, which would help attract tech giants and accelerate more R&D projects.
