The Canadian federal government began reducing immigration and student visa quotas the year before last, resulting in a continuous decrease in the number of immigrants from mainland China and Hong Kong.

Data released by Immigration, Refugees and Citizenship Canada (IRCC) shows that before the quota reductions in 2023, nearly 32,000 new immigrants came from mainland China. This number dropped to nearly 30,000 in 2024, and fell further to just over 18,300 in the first ten months of last year. The decline for new immigrants from Hong Kong was even more pronounced: approximately 7,500 in 2023, down to 3,510 in 2024, and only 270 in the first ten months of last year.

The Canadian Association of Professional Immigration Consultants (CAPIC) pointed out that even though Canada opened its doors widely to immigrants over the past decade, the government has not fully grasped the whereabouts of new immigrants or international students after graduation. They warned that the recent quota reductions could have serious consequences, such as universities facing insufficient enrollment of international students, which would impact their revenue.
