Gov't withdraw Silver Bauhinia Star from Carlson Chan over bottled water issue

Following a disciplinary investigation into the government's purchase of counterfeit bottled water, three Logistics Department staff members were found to have performed below expectations.

Former Director Carlson Chan Ka-shun was not found guilty of negligence, but was deemed to have needed to have performed better; the government has decided to withdraw the awarding of the Silver Bauhinia Star.

The three Logistics Department staff members were accused of performing in a manner inconsistent with their rank and experience, lacking vigilance and causing the government to miss opportunities to detect forged documents and take action.

Disciplinary investigations will be launched against two of them, including one senior officer, and disciplinary action will be taken based on the results.

The third officer, while reporting to superiors, was found to lack vigilance and judgment; this will be reflected in his performance review. All three will have their pay rise points suspended.

The investigation also indicated that former Director Carlson Chan Ka-shun was not negligent, but the poor performance of the three staff members is believed to be widespread within the Department, suggesting that the Director should have done better. Because the incident has attracted widespread public attention and seriously damaged the government's reputation, it has been decided to withdraw the awarding of the Silver Bauhinia Star to Chan.
