US President Donald Trump said he is "not thrilled" with Russian President Vladimir Putin as top European security advisors meet in Ukraine.

Trump said Putin is killing too many people despite a US-brokered peace proposal being pushed that Ukraine says may end the nearly four-year war.

Ukrainian President Volodymyr Zelenskyy said the meeting in Kyiv is crucial in offering his country post-war security guarantees

Ukrainian President Volodymyr Zelenskyy greets 18 national security advisors from across Europe as they file into the meeting room in Kyiv.

On the table are documents that they hope will lead to workable peace proposal to end the Russia-Ukraine war, which is coming up to four years.

"Thank you so much to your countries for big support," said Zelenskyy. "And I think during these years of the war it was very important that your countries were with us, with Ukrainian people. Now we have a new way and a new chance to finish this war and we are very thankful that on diplomatic way we are also not alone."

The thrust of the meeting was to discuss security guarantees for Ukraine in the event of a peace deal with Russia, as well as post-war economic support.

The Ukrainian leader said it was important for European countries to ratify the discussions and for a formal declaration to be issued to confirm security guarantees.

He said the documents will be ratified by the parliaments of various countries in the so-called "Coalition of the Willing" and he hopes to be able to finalise certain elements during the meetings.

Despite the optimism, Zelenskyy and his European allies need Russian President Vladimir Putin to accept the US-brokered peace efforts.

US President Donald Trump said he is not happy with Putin, who has refused to budge on certain issues, particularly territory, and has continued to attack cities in Ukraine.

"I'm not thrilled with Putin. I'n not thilled with Putin. He's killing too many people," said Trump.

"And look, that's Biden's war, that's not my war. But I want to save the lives. Did you see where last month 30,000. This was, it was 27... 27,000 the month before. 30,000 mostly soldiers were killed. This last month, 30,000. I want to stop that."
