Ukrainian President Volodymyr Zelenskyy held an awards ceremony for servicemen in Kyiv after returning from talks in Florida.

Zelenskyy said Kyiv is discussing with Washington a possible presence of US troops in Ukraine as part of security guarantees and he was ready to meet Russian President Vladimir Putin in any format.

Ukrainian President Volodymyr Zelenskyy held an award ceremony on Tuesday in Kyiv after returning from talks in Florida.

He presented 20 housing certificates to soldiers in Ukraine's army as well as families of servicemen killed in the fighting.

Zelenskyy said Kyiv is discussing a possible presence of US troops in Ukraine as part of security guarantees with Washington.

Zelenskyy said a US troop presence in Ukraine would be a major security boost for Kyiv.

The Ukrainian leader also said he was ready to meet Russian President Vladimir Putin in any format.

Zelenskyy's comments come after Russia said Kyiv had targeted a presidential residence in the Novgorod region with 91 long-range attack drones, all of which it said it had intercepted.

Russian Foreign Minister Sergei Lavrov described the alleged attack as "state terrorism" and said Moscow had already identified targets for retaliatory strikes in Ukraine.

The Kremlin provided no physical evidence of the alleged incident, saying it would retaliate and review its negotiating stance but would not quit talks on a possible peace deal.

Washington's ambassador to NATO, Matthew Whitaker, commented on the allegations Ukraine had attacked Russian President Vladimir Putin's residence.

"It is unclear whether it actually happened, you know," said Whitaker. "Ukraine is receiving drones and missiles every single night into their capital city, and all they can do is fight back. It seems to me a little indelicate to be this close at a peace deal, Ukraine really wanting to get a peace deal done, and then to do something that would be viewed as reckless or not helpful.

"So we're going to get to the bottom of the intelligence, and for me, the most important thing is what the United States and our allies intelligence services say about whether or not this attack actually happened."

Amid the chaos surrounding the allegations of the strike Polish Prime Minister Donald Tusk appeared optimistic peace in Ukraine could soon be achieved.

Speaking during a cabinet meeting, Tusk said the American declaration on security guarantees for Ukraine "gives hope these talks will conclude successfully."
