Xin Ding Xin found in various places despite contract termination

The government has earlier partially terminated a contract with Xin Ding Xin Trade Company Limited, which is supposed to supply bottled drinking water to some government offices.

This after the company was accused of passing off -- putting another firm's labels on their water bottles.

Today, the company's water can still be seen in various places, including some government premises and sports facilities. 

Some legislators have urged the authorities to conduct background checks before awarding a contract. 

On Saturday, the Government Logistics Department partially terminated a bottled water contract that was awarded to Xin Ding Xin.

The department has also referred the case to the police for investigation. 

Meanwhile, Xin Ding Xin's bottled water can still be seen in many places, such as the Legislative Council Complex and Hong Kong Squash Centre. 

This lady said she was a bit concerned about the safety of the water and will rather choose other popular brands. 

This woman said she was not so worried as she has confidence in the government's inspection work and believes the action of passing off has nothing to do with water quality. 

According to the contract award notice, "Xin Ding Xin Trade Co. Ltd." was granted two contracts respectively in June. 

Apart from supplying bottled drinking water to various government offices, the company also provides chemicals to the Drainage Services Department under a separate contract.

However, the firm has been accused of putting another firm's labels on their water bottles without authorisation.

A visit to the firm's registered address in North Point on Saturday found no company sign at the premises.

Nor was there anyone to answer the door. 

No official website of the firm could be found as well. 

This time, the government awarded three contracts to three suppliers respectively, with a total value at 166 million dollars.

According to government procurement procedures, this should be approved by a committee group led by the Permanent Secretary for Financial Services and the Treasury.

Lawmaker Adrian Ho said the tender price should not be the leading nor the only assessment criterion.

He believes officials should also take the firm's credibility and past performance into consideration. 

He added that more high-ranking officials should take part in the scrutiny process.
