The Environment and Ecology Bureau says on Thursday that it may file an appeal against the court ruling on allowing transgender people to use public toilets matching their preferred gender identity.
The ruling was handed down on Wednesday.
The bureau says the establishment of sex-segregated public toilets under the Public Conveniences Regulation is to protect the privacy and safety of the public and to reflect social norms and expectation.
It says it is carefully studying the judgment and seeking legal advice while considering lodging an appeal.
