At least 38 people have died in a tourist boat accident in Vietnam's Halong Bay on Saturday afternoon, with several others still missing.

A boat carrying 48 passengers and five crew capsized in the popular tourist destination after experiencing bad weather.

Dozens of rescuers from border guard, navy, police and professional divers were deployed.

Rescue teams haul The Wonder Sea from the depths of Halong Bay after a tragedy that killed dozens.

Flotsam and personal items bob in the water. Dang Anh Tuan survived, one of less than a dozen who were rescued.

The 36-year-old fire extinguisher salesman, who escaped with minor cuts, said it happened quickly. The boat started to shake vigorously, he said.

Tables and chairs jostled and seconds later, the boat overturned. "Water gushed in and I lost all orientation," he said. He took a deep breath, removed his life vest and dived into the water.

He saw a streak of light, swam towards it and escaped, ending up on top of the overturned boat.

He was among a group of 11 friends. Three of them survived.

Authorities said the rainy and windy conditions were not related to approaching Typhoon Wipha but to wind patterns in the northern region.

Halong Bay, around 200 kilometres northeast of Hanoi, attracts tens of thousands of visitors every year, many of them for boat tours.

The survivor said passengers on the three-hour excursion on The Wonder Sea became worried when the weather turned bad, asking the crew to turn back.

But they were assured that they were nearly at their destination. All passengers were Vietnamese, most from Hanoi, and about 20 of them children. The search for the missing continues.
