New Huanggang Port building to open in 2026 at the earliest

The new Huanggang Port building, now under construction, is expected to open next year at the earliest. 

Secretary for Security Chris Tang says the port will be the first to adopt a "collaborative inspection and joint clearance" mode, which means commuters only need to queue up once for document inspection to complete immigration procedures. 

The construction of the new Huanggang Port building is underway.

According to a paper submitted to the Legislative Council by the Security Bureau, the facility will have a gross floor area of 675,000 square metres spread over 10 floors.

The two levels at the top will be the passenger clearance hall and associated inspection facilities.

The hall is going to be first port to adopt the "collaborative inspection and joint clearance" mode.

Hong Kong and Shenzhen will set up their automated channels side by side.

That's unlike the current practice under which passengers have to take shuttle buses to go between ports of the two places.

The clearance time for commuters at the new Huanggang Port is estimated to be reduced from the present 30 minutes to 5 minutes. 

The facility is expected to serve 200,000 passengers a day.

At a Legco security panel meeting today, lawmakers questioned whether the governments of Shenzhen and Hong Kong would consider contactless clearance using facial recognition so that travellers will not have to present any identification documents.

Secretary for Security Chris Tang said, "now the contactless channels in Hong Kong and the ones in the mainland are different, in terms of the technology used. As to whether the parameters will be made the same and will be room for consistent clearance mode, we will study this."

The Shenzhen Municipal Government shoulders the design and construction costs for the entire Huanggang redevelopment project while the Hong Kong SAR government pays a nominal rent of 1,000 renminbi annually.
