Former Chief Executive Leung Chun-ying said the Hong Kong government's latest announcement on Southbound Travel Scheme is an improvement from earlier proposals.

Leung's comment came after authorities said the scheme would be launched in November.

Application for the Southbound Travel Scheme will start in November.

In the initial phase, a daily quota of a hundred vehicles will be allowed in the urban areas.

Speaking on a TVB programme, Leung Chun-ying said the quota is a "good trial."

Leung Chun-ying,Vice Chairman, National Committee of the CPPCC said: "The significance of allowing Guangdong single licence plate vehicles to enter Hong Kong is not just the question of bringing directly buying power into Hong Kong -- that's only a small part. The most significant part is that Hong Kong and the rest of the Greater Bay Area, should be better integrated that it should be a freer flow of people, goods, vehicles, capital and data, and that's pretty much the essence of the GBA planning."

Meanwhile, China's first domestically-built aircraft carrier Shandong arrived in the city on Thursday for a five-day visit.

Leung said it is an opportunity for national education. "This aircraft carrier represents a milestone in the development of the country's national defence. Here in Hong Kong, short on the heel, the heel of the fifth anniversary of the launch of our national security law. It's useful and somewhat a high profile reminder to Hong Kong people of the importance of national security and national defence, particularly in this fast changing world."

Leung added he would expect more frequent military exchanges between the SAR and the mainland in the future.
