The Hospital Authority is set to revamp its staff accountability system.
Workers could be fired if they are found to be responsible for medical incidents that harm patients.
Under the new plan, apart from front-line workers, senior managers will also need to take responsibility for patient safety.
The Authority is keen to stress the aim of the move is to enhance safety.
Penalties range from verbal warnings to dismissal, depending on the seriousness of the safety breach.
However, the Authority emphasised it will also introduce new promotions and overseas training opportunities.
