CE mulling accountability system for senior officials

Chief Executive John Lee says the government is looking into the possibility of establishing an accountability system for senior officials.

Speaking in a newspaper interview, Lee said while the appointment system for civil servants differs from the political appointment of bureau secretaries and principal officials, accountability must still apply.

He stressed department heads must shoulder leadership responsibility especially in cases of recurring or serious issues and if day-to-day management is done properly, such problems won't arise.

As for penalties, he said responsibility must first be clearly defined. He said civil servants are subject to annual performance appraisals, with various forms of disciplinary action, including withholding salary increments.
