Secretary for Transport and Logistics Mable Chan said the Central Kowloon Route is expected to be ready for use by December.
The Central Kowloon Route connects the West Kowloon Yau Ma Tei Interchange and Kowloon Bay's road network.
Once the route is operational, authorities expect the travelling time between West and East Kowloon during peak hours will be shortened to roughly five minutes compared to a journey time of 30 minutes without the carriageway.
On her blog, Secretary for Transport and Logistics Mable Chan said the route should be in service by December. Chan said authorities had completed the structural work of the route early this year, and that they are now focusing on backfilling.
The 4.7-kilometre-long Central Kowloon Route project began in 2017 and cost about 42 billion dollars.
Speaking about the ongoing debate on toll charges, Chan said the government had spent a large amount of effort and resources in developing the carriageway.
She said authorities will balance four rules when reviewing toll charges, including the necessity of managing traffic conditions and the user pays principle.
